Institution of Lokpal/Lokayukta - Is it viable in Indian Polity?

As per wikipedia, The LokAyukta (also Lok Ayukta) is an anti-corruption ombudsman organization in the Indian states.

The Administrative Reforms Commission(ARC) headed by Morarji Desai submitted a special interim report on "Problems of Redressal of Citizen's Grievances' in 1966. In this report, the ARC recommended the setting up of two special authorities designated as 'Lokpal' and 'Lokayukta' for the redressal of citizens' grievances.The LokAyukta helps people bring corruption to the fore mainly amongst the politicians and officers in the government service. It is to be noted that the LokAyukta conducts raids. But surprisingly, it does not have binding powers to punish anyone. However, we dont have  Lokpals./Loayukta with proper and real investigative powers in more than 70% of Indian states after so many years of Independence.

Lokayukta/Lokpal have been appointed in many Indian states but probably the most visible face of this institution is Justice Hegde in the state of Karnataka. Nitte Santosh Hegde is a former justice of the Supreme Court Of India,former Solicitor General of India and the present Lokayukta (ombudsman) for Karnataka State of India.He was appointed as Lokayukta of Karnataka state on 3 August 2006 for a term of five years.

The Karnataka Lok Ayukta had exposed major irregularities in mines in the state, many of whom are run by ruling politicians. He had expressed concerns about illegal mining taking place in state of Karnataka which have deep repercussion for ecology and to exchequer of state. The damage to public interest was so serious that he recommended banning all exports of iron ore and limiting iron ore production for captive production of iron and steel. Other than this, he is heading one institution accessible to common man, unlike politicians whom we see on TV during election campaigns or else for the wrong reason of scams or power showcasing.

However, the question here is, Is the insititution of Lokayukta viable in Indian Polity? Whenever Lokayukta questions politicians or business houses, they are accussed of being biased, one way or the other. Justice Hegde resigned from the Lokayukta position on 23 June 2010 after an honest officer was suspended by order of a minister. He expressed inability to be effective in his anti-corruption mandate owing to a non-cooperative Government.

It requires political will and zeal to remove corruption from the system so that such men of integrity can bring some change to the society. And this political will should come right from the top, unlike some ploticians of the states who would order a parallel, almost pre-determined result enquiry on scams overriding the insititution of Lokayukta or Lokpal.
